The New Constitution enshrines a fundamental principle: every citizen is guaranteed access to a broad range of essential healthcare services, regardless of their health insurance status.

🔹 According to the 2025 results:
3.4 million people received inpatient hospital care;
Nearly 1 million patients were treated under the Guaranteed Volume of Free Medical Care (GVFMC);
Approximately 330,000 births were attended;
More than 800,000 surgeries were performed;
Emergency medical services responded to over 8 million calls;
More than 3 million citizens received state-funded medications.

🆕 Since 2026, an important new measure has been introduced: regardless of their insurance status, citizens are now eligible to undergo diagnostic examinations when 11 socially significant diseases are suspected.

This reform will help ensure earlier disease detection, timely initiation of treatment, prevention of severe complications, and a reduction in disability rates.
