Over the three-year period of operation of the Research Institute of Balneology and Medical Rehabilitation of the Ministry of Health of the Republic of Kazakhstan, 2025 became a year of sustainable development, active scientific growth, strengthened international cooperation, and the implementation of significant cultural and infrastructure initiatives.
Within the framework of the declared Year of the Book, the Institute implemented a number of intellectual and cultural-educational initiatives.
At the premises of the Burabay Medical and Wellness Complex, meetings with writers were held, aimed at promoting reading, spiritual values, and fostering an intellectual environment among employees and guests.
✅ Scientific and Educational Activities
The Institute’s team of authors published two methodological guidelines:
Medical Rehabilitation of Patients with Respiratory Diseases in Sanatorium and Resort Settings (in cooperation with Karaganda Medical University);
Stages of Rehabilitation Measures for Respiratory Diseases in Coal Miners.
Since 11 September 2025, the Academic Council has been operating under the Institute; its Regulations and membership have been approved.
The Local Ethics Committee continues its activities. In 2025, an application was submitted for republican accreditation of the Institute’s Local Bioethics Committee, which is scheduled for 2026 in accordance with the timetable of the Central Bioethics Committee.
The Institute implements scientific and technical programs within the framework of program-targeted and grant-based funding.
Based on the results of scientific research in 2025:
1 article was published in an international peer-reviewed journal (Scopus, percentile — 50);
5 articles were published in journals recommended by the Committee for Quality Assurance in Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan.
Three certificates of registration of copyright objects were obtained:
A Complex of Plant Adaptogens for Respiratory System Protection, No. 62119 dated 15.09.2025;
Substantiation of Criteria Used to Calculate the Intensity of Exposure to Coal-Rock Dust in Coal Miners, No. 62153 dated 16.09.2025;
Protocol of a Systematic Review of Sanatorium-Climate and Water Rehabilitation Programs for Stable COPD and a Methodology for Stratification of Rehabilitation Programs, No. 64572 dated 25.11.2025.
The following publications are being prepared for release:
Guidelines on Sanatorium and Resort Treatment in the Republic of Kazakhstan. Experience and Development Prospects and the Atlas of Therapeutic Natural Resources of the Republic of Kazakhstan.
A Digital Library of the Sanatorium and Resort Industry has been established.
✅ International Cooperation and Expert Activities
In 2025, the Institute significantly intensified international cooperation, developing partnerships with organizations from China, South Korea, the Czech Republic, Germany, Italy, Hungary, the USA, Uzbekistan, Russia, and Kyrgyzstan.
Memoranda of cooperation were signed with leading scientific organizations from Kazakhstan, Türkiye, Belarus, Azerbaijan, and Russia.
Cooperation with scientific centers, research institutes, and universities of the Republic of Kazakhstan continues.
Representatives of the Institute delivered presentations at international events held in South Korea, China, Switzerland, Uzbekistan, and Russia.
The Research Institute of Balneology and Medical Rehabilitation actively participated in scientific and practical conferences and exhibitions dedicated to the development of medical tourism, confidently positioning itself on national and international professional platforms.
A special place in the Institute’s activities in 2025 was occupied by the 10th Anniversary International Scientific and Practical Forum “Shipazhai-2025”, which became a key industry platform for the development of sanatorium and resort treatment and medical rehabilitation in the Republic of Kazakhstan.
The Forum, dedicated to the 115th anniversary of the Burabay Sanatorium, brought together leading domestic and international scientists, experts, practicing physicians, representatives of government bodies, and sanatorium and resort organizations.
Within the framework of Shipazhai-2025, topical issues were discussed, including modernization of the sanatorium and resort sector, implementation of scientific developments into practice, development of medical tourism, digitalization, and improvement of the quality of rehabilitation services.
The successful organization of the Anniversary Forum confirmed the status of the Research Institute of Balneology and Medical Rehabilitation of the Ministry of Health of the Republic of Kazakhstan as a leading scientific, methodological, and expert center shaping the industry development agenda and ensuring dialogue between science, practice, and the state.
✅ Regulatory and Consultative Activities
In 2025, the Institute carried out extensive work on introducing amendments and additions to the Code of the Republic of Kazakhstan “On Public Health and the Healthcare System.”
More than 30 draft regulatory legal acts were developed, including:
the Law on Therapeutic Natural Resources of the Republic of Kazakhstan;
the Concept for the Development of the Sanatorium and Resort Sector of the Republic of Kazakhstan until 2029;
Rules for the Provision of Sanatorium and Resort Treatment;
Standards for Sanatorium and Resort Treatment Services.
During the reporting period:
11 balneological conclusions were issued;
10 medical conclusions regarding natural resources of the Republic of Kazakhstan were provided;
46 consultations were conducted.
✅ Information and Cultural Activities
In 2025, an important focus of the Institute’s activities was the information promotion and popularization of the sanatorium and resort sector of the Republic of Kazakhstan.
Materials on the Institute’s activities and sector development were systematically published in Aspan, the in-flight magazine of SCAT Airlines.
Information on the sanatorium and resort sector of Kazakhstan was published quarterly. The airline’s monthly passenger traffic exceeds 396,000 passengers, including tourists and business travelers, ensuring wide outreach and effective public awareness. The magazine is published monthly. Materials were featured in the following issues:

No. 10 (128) — October 2025 (p. 27);
No. 12 (130) — December 2025 (p. 33).
During the reporting year, the next issue of the scientific and informational journal “Issues of Balneology” was also released, aimed at developing professional dialogue and disseminating scientific knowledge in the field of balneology and medical rehabilitation.
Within the regular columns “All About Sanatorium and Resort Treatment” and “Introducing Sanatoriums of Kazakhstan”, key elements of medical rehabilitation and the potential of the national resort network were highlighted.
The column “Our Traditions” and publications dedicated to national holidays contributed to strengthening corporate culture and promoting national values.
Numerous positive reviews from patients who underwent medical rehabilitation at the Institute’s branch — the Burabay Medical and Wellness Complex — serve as evidence of the high quality of services provided.
In addition, information is systematically published on the Open Data Portal, ensuring transparency of the Institute’s activities and public access to information.
✅ Human Resources and Infrastructure
As part of the celebration of Republic Day, employees of the Institute were awarded high departmental honors, including:

✅ Medical Rehabilitation, Patient Support, and Infrastructure at the Burabay Medical and Wellness Complex
The Institute’s branch, the Burabay Medical and Wellness Complex, provides comprehensive medical rehabilitation services for adults and children based on a multidisciplinary and patient-centered approach. The complex’s physicians develop and implement individualized treatment and recovery programs aimed at improving patients’ quality of life.
Nurses and junior medical staff play a crucial role in patient care by providing round-the-clock support, monitoring patients’ conditions, ensuring compliance with medical prescriptions, and maintaining sanitary and epidemiological standards. Their professionalism and attentive attitude create an atmosphere of safety, care, and comfort.
The activities of the Educational and Upbringing Department are of particular importance, enabling children to undergo medical rehabilitation without interruption of their school education. The educational process is organized in accordance with state standards, taking into account treatment regimens and individual health conditions.
Meaningful leisure activities are also organized for young patients, including cultural, sports, and creative events that contribute to social adaptation, emotional well-being, and the development of healthy lifestyle skills. A well-structured daily routine enhances the effectiveness of rehabilitation programs.
Special attention is given to therapeutic nutrition. The dining services of the Burabay Medical and Wellness Complex provide balanced and dietary meals, taking into account medical indications, age characteristics, and individual patient needs.
The uninterrupted operation of the complex is ensured by the administrative and maintenance division, including facility operation, maintenance services, and the transport service, which are responsible for the technical condition of facilities, timely logistics, and the safety and comfort of patients and staff.
The coordinated work of medical, educational, leisure, and support personnel of the Burabay Medical and Wellness Complex makes it possible to create an integrated rehabilitation system, where each element is aimed at achieving the primary goal — restoring health and improving the quality of life of adult and young patients.
In 2025, particular attention was paid to upgrading the material and technical base of the Burabay branch, supporting the construction and renovation of sanatorium and resort facilities in Kazakhstan, and expanding the Institute’s branch network, all aimed at improving service quality and developing resort infrastructure.
